EDUCATIONAL FUNDING AUTHORITY -
ACMF/CIF (CONDITIONAL IMPROVEMENT FUND) BIDS
We will work with you to prepare and compile detailed applications in accordance with the EFA submission criteria on behalf of each school. For the majority of applications, this will be undertaken at risk with no associated costs to the school.
In previous years the EFA have asked for a very detailed submission. Despite the submission criteria not being available until the end of October 2017 and application submission being around mid-December 2017, we anticipate the process would be similar to earlier funding releases which predominantly dealt with any items that are Health and Safety Risks in conjunction with any items that materially affect the operation of the school i.e. risk of closure. It is therefore essential that very early evaluations take place at each school in preparation for the release of this information. There is a lot of information to be co-ordinated and collated, and so discussions need to take place as soon as practical so that we are well prepared in advance of the submission criteria becoming available.

VALUE FOR MONEY
Last year, RPT Consultants obtained CIF funding totalling several million pounds across many schools, including Charles Darwin Academy Trust, Langley Park Academies Trust and St Mary’s Primary School Beckenham. We also work as consultants to the Kent Catholic School Partnership who are responsible for the running of 21 schools.
DUE DILIGENCE FOR CONVERSION
TO PENDING ACADEMY STATUS
We complete a thorough review of the condition of your school and the status of its compliance in respect of statutory yearly obligations and maintenance requirements, and we conduct a review of EFA property data survey information.
We offer advice to assist the school in understanding the condition of their building and provide supporting reports to assist with funding applications from the local authority prior to conversion, to alleviate unexpected bills that you will not have the funds for. Our understanding is that on conversion you fully accept the condition of the building and necessary works to that building without further contributions from the local authority unless instigated beforehand.
GUIDANCE TO SCHOOL HEAD TEACHERS, GOVERNORS & TRUSTEES FOR DEVELOPMENT WORK
We offer assistance and clarity on the development of all building projects led by third parties appointed by the Local Authority that may be undertaken at the school. In these instances, we will assist the Governors and Trustees on the correct procedures that should be followed to ensure that there is no uncertainty on what will be delivered by the third party. We see our input as an essential quality assurance measure to ensure the work is delivered to the full requirements of the school.
We offer one-stop professional services to deal with all your building maintenance requirements. We will prepare detailed documents describing the scope of works required, undertake budget estimates, fully tender the works required and fully administer projects on site until completion satisfaction from all parties. We can undertake any Building, Mechanical, Electrical and Structural works required at school to keep the school in good condition and in compliance with Health and Safety obligations
INTERNAL RE-PLANNING, EXTENSIONS & NEW BUILD DEVELOPMENTS
Complete review of school accommodation in compliance with Building Bulletin criteria and undertaking of internal remodelling, extensions and new build developments to meet the needs of the school. We offer a holistic integrated professional service from inception to completion so that the school operates cohesively during all building work. We have extensive experience in undertaking internal refurbishments and small extensions up to 6FE new build developments including all necessary Special Needs School requirements. Project values from £75,000 up to new build projects valued at about 14.5 million have been undertaken successfully.
BUILDING CONDITION SURVEYS
Review and preparation of complete building survey including all mechanical and electrical components. This will be undertaken in accordance with the EFA template requirements and can be used in support of bid applications. All elements are detailed with a description of the condition which is then categorised into a priority and yearly status.
We offer independent expert reports on bespoke building defects including listed buildings via our accredited conservation surveyors.
STRATEGIC DEVELOPMENT PLANS
We undertake an integrated educational needs evaluation with clear prioritisation of works established from condition survey evaluations and the schools’ internal requirements for modernisation, change and curriculum delivery into a single document.

2016 - 2017
Strategic Estate Management advice and Management Asset Planning with full implementation of recommendations for a large Academy group responsible for 21 schools.
Condition Improvement Funding bids to the Educational Finance Authority and for delivery of appointed schemes. This predominantly involves schemes to address Primary Health and Safety compliance and Building Envelope water tightness.
Lead Co-ordinator multidisciplinary team, London Borough Bromley, primary school expansion programme 5 schools ranging from 1.3 to 4.6 m.
Lead Consultant for the expansion of Danson and Parkway Primary Schools in the London Borough Bexley.
Lead Consultant for London Borough of Lewisham Primary Basic Needs Programme, 7 schools across the borough ranging from 250k to 4m.
Lead Consultant, Client Manager for Surrey County Council, Educational Framework, more than 60 project deliveries.
Lead Consultant in the delivery of St Cecilia 5FE new build secondary school for London Borough Wandsworth. The Archbishop of Canterbury commented on the wonderful environment and noted that it helped create a calm, personal atmosphere for learning.
Lead Project Manager for the delivery of Willow Dene's SEN school 12.5 m-2011-2016. Shortlisted in the 2016 RICS Design and Innovation Awards.
Lead Project Manager/Employer's Agent for 2FE St Mary Magdalene Primary School for Royal Borough of Greenwich, highly commended in the 2012 RICS Design and Innovation Awards, runner-up in BCIS ‘Best New Build Primary’ Award.
